Police to falsify the police report and proof of the plants: I was arrested in 2007 in upstate New York, with no evidence.?

I spent 47 days in jail before I could be bailed out. A year later, I was found innocent of all charges. The New York State Police and investigators, has also tried to regulate my wife by planting evidence in his box stolen Jewelry. One of their own testfied that the jewelry was found elsewhere. Police also falsified police reports, (which I have proof that). My question is, why is it not a perjurer when the police lie under oath? Am I right to sue? How long do I contact a lawyer? Is there a lawyer who would be willing to aggressively take on the Department of State Police?
